The Vision of eServices Lanka is to become the premier IT service enabler in helping make Sri Lanka a Logistics and eBusiness hub in South Asia.

Another objective of this project is to significantly reduce manual document handling within local authorities (ex: Tea Board) by utilizing electronic messages with appropriate electronic security controls to meet legal requirements through the Regulatory Approval System (RAS). 

When SLACCS is fully implemented, manual document handling will be restricted to the point of delivery or unless otherwise authorities find information not sufficient to process the declarations any further.

SLACCS goal is to make Sri Lanka a world class logistics hub by maturing the SLACCS operation and by expanding into electronic Manifest / Delivery Order and related areas that add economic value. We are also exploring e-Business opportunities for B2B as well as B2G in order for Government agencies to deploy services speedily and efficiently.

Lanka best in the region for cross border trading
World Banks Doing Business Report is a series of annual reports published each year by the World Bank, which investigates the regulations that enhance business activities and those that constrain it. Doing Business presents quantitative indicators on Business regulations in 10 areas and the protection of property rights that can be compared across 178 economies from Afghanistan to Zimbabwe - and overtime.

Considering the Business regulation of Trading Across Borders, Sri Lanka has moved from 99th in 2006/7 to 60th in 2007/8 (Ref. Table 1.1) with the automation of Cargo Clearance System which has reduced logistics lead time by 7 days. A separate paragraph in Doing Business 2008 report page 46 endorses this fact.

This has resulted Sri Lanka (60) come out best in class in the region in comparison to neighboring countries such as India (79), Pakistan (94) and Bangladesh (112).
